A location is not a boundary
A building address tells you where an office sits. Jurisdiction describes its assigned areas or functions. The nearest facility is not necessarily the correct one for an application.
A concrete Karnataka example
Karnataka’s jurisdiction page distinguishes Mysuru East (KA55) and Mysuru West (KA09), and includes taluks and a described dividing route. It also lists Udupi district under KA20. These are examples of specific allocation evidence, not a nationwide nearest-office rule.
